CAFR Semester Project
ACCT 451
Purpose
The purpose of this project is to reinforce governmental accounting and reporting concepts using actual financial statements of a government.
Description
Using the Comprehensive Annual Financial Report (CAFR) for Nashville, TN, you will answer a series of questions. These questions are posed at the beginning of the "problem" sections in chapters 2-12, excluding chapter 6. They are labeled "Continuing Problem" and require you to look at Nashville's CAFR. The Nashville CAFR is on the cd-rom that came with your textbook. I have also placed a printed CAFR on 2-hour reserve at the library. The questions relate to the topic of the chapter and are not unduly difficult. Some students find a printed CAFR easier to work with. You are allowed and encouraged to work in pairs (submit one product with both names on it).
Required
For each chapter's Continuing Problem, type the question and your response. In parentheses, note where you found the answer.
Example: Chapter 7, a.
How many capital projects funds does the government maintain? For what purposes?
Nashville maintains 10 CPF's: Six "multi-purpose" improvement projects (police, health, library, parking, courts, etc.), a school improvement project (buildings, equipment, buses), a public improvement project (NFL stadium), a multi-purpose arena project, and a school capital outlay project (buses and maintenance equipment). [per description of funds in CPF combining f/s section]
Grading
A total of 10 chapters have Continuing Problem assignments, and each will carry a 10-point value, for a total of 100 points for the entire CAFR project. However, you will be allowed a "free" 10 points on the chapter of your choice. You should tell me which chapter you want to be your free chapter at the time the questions for that chapter would be due. The CAFR project is graded on completeness, accuracy, following instructions, and your apparent understanding of the Nashville CAFR.
